Councillor Dave Bruce, Leader of Hartlepool Borough Council, has responded to an open letter from Jonathan Brash MP dated 15 September 2026 regarding housing and vulnerable person placements in the town.
In his reply, Bruce acknowledged the council's responsibility to prioritise residents' safety, neighbourhoods and finances. He confirmed that Hartlepool has faced significant pressure from poorly managed Houses in Multiple Occupation and from the placement of vulnerable people by authorities elsewhere.
Article 4 Direction Decision Expected
The council is progressing its consideration of an Article 4 Direction, a planning tool that restricts certain types of development. Bruce stated that consultation and preparatory work has already taken place. A further meeting of the Neighbourhoods and Regulatory Services Committee will consider relevant reports and recommendations before Full Council makes a final decision.
If Full Council confirms the Direction, it will come into force on 1 December 2026. Bruce emphasised that any decision must follow the proper legal decision-making process, taking account of evidence, consultation responses and officer recommendations.
National Action Needed on Out-of-Area Placements
Bruce called for greater national-level action on out-of-area placements. He stated that councils should not be able to place vulnerable individuals into communities without proper engagement with the receiving authority and consideration of local capacity and impact. He invited Brash to support pressing government for stronger controls in this area.
Investment and Funding Priorities
Bruce outlined that Hartlepool needs capital investment that creates local jobs, develops local skills and delivers lasting improvements to communities and public services. The council will support projects that achieve those aims and challenge those that do not.
He also highlighted the long-term pressures facing councils across the country, including increasing demand, rising costs and reduced local government funding. Bruce stated his focus is on ensuring every pound delivers value for residents while making the case for a funding system that better reflects the needs of towns like Hartlepool.
